Toss beef slices with 2 tbsp soy sauce and cornstarch in a bowl; let rest 10 minutes.
Whisk together soy sauce, oyster sauce, rice vinegar, honey, and broth in a small bowl; set aside.
Heat 1 tbsp vegetable oil in a wok or large skillet over high heat. Stir-fry beef in batches until browned (1-2 minutes), then remove and set aside.
Add remaining oil to pan. Stir-fry garlic and ginger until fragrant (20-30 seconds).
Add carrots and broccoli; stir-fry 2-3 minutes until tender-crisp. Add bell pepper and cook 1-2 minutes more.
Return beef and green onions to the pan.
